Worth mentioning that ESPN's FPI only ranks 8 total FBS teams worse than NIU and 11 worse than Wyoming.

Basically correct. There are 138 total FBS teams. 5 of the lowest 25 teams are MWC teams according to ESPN FPI.

There are no PAC teams currently in the bottom 25.

It does suck. But Gloria Nevarez will deny it all day long. Still think one factor, maybe not the only factor, for not merging is neither Gould nor Nevarez was willing to step down.
