Once you understand it maybe you can address it instead of resorting to bitching and name calling like some menstruating 13 year old.

A program is built by bringing in talented kids, developing that talent over 4 years to match an overarching philosophy and to build strategic advantages against conference rivals. After a period of four or five years, a basal level of competitiveness should be established, and a team has a strategy or emphasis for each year, and most new recruits stay with the program for five years.
A program has difficulty being strategically oriented when this pipeline of talent is seriously disrupted through poor recruiting, recruits leaving, or recruits being improperly developed.

A program is completely in a "win now" mode when most of its recruits are Junior college players that didn't make the DI cut the first time, and were developed in several different programs.
When a coach is hooked on JC transfers, there is no chance to acquire and develop younger talent. The cupboard is systemically bare. The coach knows this. Burman knows this. UW has adopted a "win now " tactic.
Why? its not to build Wyomings program for the long term
What other reason could there be?
Only to save DC's job long enough for him to get the hell out of a place he never liked to begin with
