You can't just gloss over this point though. Look at the late 90s:
95: 6-5
96: 10-2, Division Champs, Top 25
97: 7-6 with a heartbreaking last second loss at CU (when CU was a good football program) and a competitive loss @ Ohio St.
98: 8-3
99: 7-4, one game out of 1st place in the MWC
All of those teams were better than the 2004 and 2009 teams you reference (actually, the 2006 team was far better than 2009, but got screwed out of a bowl too). You can't look at bowl history and think of it in terms of the modern day bowl structure.
