I don't think Riley is quick enough on the dribble to force people to foul him. You've got to be able to get someone on your hip before they are forced to either foul you or give up the layup.
They just don't bite on Riley's pump fakes hard enough, maybe knowing that he is not going to take/make enough of the jumpers.
