I'm sure there are good reasons but it seems WYO should be playing either csu or the Flyboys. Byu-lite vs bsu is ok I guess. Fresno should be against suds or maybe joser. HI vs joser is maybe logical? The 2 NV teams make sense.
Maybe the conference didn't do too bad. Overall, not many good rivalries in conference.
