Yeah, the playing time only applies to individuals seeking to apply for a hardship waiver. In D1 the player has to participate in less than 30% of the team's scheduled contests. FYI, in D2 and D3 the number was 20%.

And Beav, they are all considered hardship waivers, just depends whether it is due to medical reasons or other issues (as you described above).
 
You do not have to declare for a red shirt early. If you don't ever play, or play like 5 mins in first game and never again you can apply for a red shirt

There is no such thing as applying for a redshirt. You don't do anything, a redshirt is not a thing, it is an abstract concept, an imaginary term. And if you play at all, even 1 second, you have used that season of eligibility and it will not be a "redshirt" season.

The NCAA does nothing for, and does not restrict, manage, grant, etc redshirts.
