I agree in general (in fact, I complained about this year's schedule when it came out), but I think there are a couple of caveats we need to add:
1. We did exactly what you suggest last year with the game at Ohio State.
2. Getting quality teams to Laramie - This is the big question mark. I don't think any of us on this board really know whether or not we could get more quality opponents to Laramie in home and home arrangements. What I do know is that we cannot get those types of opponents here as buy games, so we have to be willing to return the game.
The main thing I would like to see Shyatt do is get the Pokes into early season neutral court tournaments. Now, we won't be invited to something like Maui (where SDSU played Arizona this year) until we raise the profile of the program, but we can play in a tournament like the one CSU played in. No monster teams, but a bunch of neutral court wins over decent opponents.
I posted on the other board recently, but my ideal schedule would be something like this:
1 - D2 game
3 - Neutral court tourney games (Alaska, Puerto Rico, etc.). As I mentioned, we don't have a high enough profile right now to play in the top tier of these like Maui (where SDSU played Arizona), but we could play on the 2nd tier like CSU did in Alaska recently.
3 - 2 for 1 matchups. Maintain 3 of these arrangements at any given time resulting in 2 road games and one home game annually
4 - Home and Home matchups. 2 at home and 2 on the road in any given year. I would say DU, UNC, and NMSU can be ongoing long term relationships in this vein. Would also try to add one more mid-major type opponent (WCC, MVC, etc.) rather than a Big Sky type team.
2 - Home buy games. Focus on scheduling teams likely to finish in the top half of their low major conferences. Part of our high OOC RPI a couple of years ago was playing teams like North Carolina-Central and Southern (at least that year) that were in contention for their conference titles.
This gives us 6 home, 4 road, and 3 neutral. On certain years we could maybe trade the 3 neutral court games for a "tourney" in Laramie like we did a couple of times in recent years. Those teams tend to be pretty weak though so save that for rebuilding type seasons.
I haven't kept up on the current rules regarding exempt tournaments and scheduling frequency so there might be some tweaks required but I believe that would be the type of schedule that we could consistently handle competitively while building a strong resume. Hypothetically it would like this:
