Over the last 10 years, I've thought college football needed budget and salary caps. Level the playing field, let the divisions do the work to move up or down, and let the competition begin.
FCS has the play offs. FCS and FBS should merge like they do in basketball. Any team at any level should be capable of playing in the national championship game. Even though a lower division might have less resources, some dedication, the right coaches and players can make for alot of entertainment.
Alabama winning the national championship is no different than me gaming my NCAA 14 ps3 game to win the national championship year over year. It gets boring - its not entertainment.
