It’s not that hard as far as the rules go. Kids in Gillette and Casper can pick which school they attend. There is a reason Thunder Basin is the best wrestling team in the State and Campbell County is one of the worst in 4A. There is a reason Natrona has been a good football program over the past 20 years a or so and KW not so much. In Cheyenne, kids attend school based on where they live (as pointed out - there are some exceptions such as a parent who is a teacher at a different school).Maybe, but I suspect school vouchers and district rules will play a llarger part? I honestly don't know enough to have a good perspective on this.
I suppose that the legislatures payment to parents who withdraw their kids from school and to pay them $7500 each might come into play too because homeschool kids pick who they play sports for. So you have a good athlete, theoretically you could take him/her out of school to collect $7500 and have folks supporting other schools bid extra money on him/her in terms of NIL.
