Although I feel a flag is much more appropriate than a suspension, every video and every picture of every angle shows that Kongo led with the crown of his helmet, the photo above from behind shows his entire back and you can't even see his head, that means it is bent forward (crown first).
It doesn't matter if the runner was defenseless and it doesn't matter that he was engaging a blocker. Crown of the helmet is not legal and it is dangerous, possibly even more so for the guy doing it than the runner.
Pretty sure he was knocked unconscious, which means AFA went against all things concussion by putting him back in.
