Literally saw this like 30 seconds ago on his facebook and copy and pasted what he just said:
So grateful and blessed to be given a second opportunity to play college football at the University of Wyoming. I'm back!!

Awesome, now we have even more WR depth (not that we need it or if he will even play) but it is still nice to see a friend get back to where he wanted to be.

Josh was a walk-on that eventually earned a scholly. He was playing QB and WR before they moved him to WR full time. Then they took his scholly and gave it to a Juco transfer (which was Finley I believe).
Maybe since Finley is out and getting a medical red-shirt it opens it back up for Josh?

I think there is a little more to this story. I don't believe his scholarship was taken for Finley. There was supposed to be another DB on campus that never came. Adam Dixon maybe? I am not sure if he would have went directly on to scholarship. Good on him and the program(DC) making amends.

His scholarship was moved over to Kenan Montgomery, another walk on that was performing well last year.
