I was going to say the same thing, location during winter is just awful bad driving conditions and the state population is just small as hell. War isn't small because of budget it's small because it would potentially look a lot worse if we had a larger stadium and could only fill 10K of it.
Just imagine how embarrassing it would be to have a stadium that size and barely fill the bottom seating of one side? I'm fine with the War not being huge it's bad enough when I watch a game and it's only half full if it was only a quarter full I would be depressed to see it.
