Oregon has a losing record in their own conference over the years and it's going to continue. You just won't be able to compete year after year for the best recruits from the cooler schools in the PAC 12 (Washington State excluded from this list, they are not cool at all).

You seem to be missing some crucial information. We have never, and I mean never, been able to "bring in the top recruits". We usually get 2 and 3 star recruits (with the occasional 4 or 5 star) and we work with them to fit the "Oregon Mold". Kind of like your team. We get kids that "fit us".
Oregon is in a "state" of it's own. Just so you know. A Duck, yes. Is that better than having the cover of Brokeback Mountain as your mascot? I think not.

First off, Oregon's a state? Since when?
Second, the cowboys on Brokeback Mountian, unlike our mascot have no mustaches and are clearly shaven on the cover. We stole our mascot from Oklahoma State or they stole it from us, I forget where that debate ended up.
And third, Oregon has been doing a little better than 2/3 star recruits of late. And don't underestimate the impact of a couple 4 and 5 start recruits at key positions. Getting "only" a couple a year makes for a huge difference. The question is, what kind of mold will Oregon be growing going forward without the genius that is Chip Kelly?

The Ducks have had consistent Top 25 recruiting classes over the last 4 years, and before that I'm sure, I just haven't checked that far back.

Gametime predictions. Well, what kind of chance does a quacking disease-bag have against a man who tamed the West. Cowboy and his six-guns against a duck. Plus, the the duck mascot doesn't even wear pants, that's terrible in a stadium full of kids.
