Bribery in the Legislature?

I'm sure you all have heard about the checks that were exchanged on the floor of the House last Monday. I'm also sure you've all heard about the investigation that the Laramie County Sheriff's Office is conducting. On the surface this looks pretty innocuous. A lobbyist (although she was not granted lobbyist credentials) handed out checks on the floor of the House that she claims were campaign contributions. However, none of the people that she handed checks to have filed to run for office this coming election. How can they be campaign contributions when there is no campaign?

I'm not looking to pick sides on anything here. Just looking for honest conversation about what anyone's views are about this incident.
 
You raise good points. How could any of those involved think it was a good idea to hand out or receive checks on the floor? They had to know the optics would be bad.

The optics are especially bad when the person handing out the checks is pushing legislation that just so happens to be unanimously voted "yes" on by the people that received said checks.
