I knew there may not be 20+ full scholorships for soccer but surprised it's only 14. Why on earth would they allow women's bball to have 15?
Basketball is full scholarships, I don't believe soccer is and they are split up however they want, i.e. half scholarships for some players, full for others

Basketball is a head count sport (as are football, volleyball, women's tennis and women's gymnastics). This means that all scholarships are full, no partials allowed. All other sports can mix their scholarships up however they want (10%, 50%, 100%, etc.).
Are those the only 5 that are head count? 6 I guess if you count mens and womens basketball
To the best of my knowledge, yes, those are the only ones. Yes, 6 with Men and Women BBall.
This makes things interesting when you work with a non-head count sport. For example, Division I Men's Lacrosse can only have a max of 12.6 scholarships for the team. However, in order to field a competitive team, you need at LEAST 25 players, but most teams have 40+. As a result, you have very, very few individuals that are given full scholarships. Most of your really good players are getting around 50%, if not less.
