I honestly haven't surveyed all p4 programs' qb situation. Might be a combo of enough money, high enough "profile", and likely immediately starting vs more money to be backup? Maybe the idea is play it up at bsu for a year to land a spot on a big time p4 team?

I’d say you’re right. Boise guaranteed a starting role and a significant NIL sum. He proves himself and then he has better options. He fails, he is stuck in Boise but bringing in good money nonetheless.
