NCAA making some changes

That's how I'm interpreting it; they would still have to sit out a year, but would get one back at the end of their normal eligibility.
 
Just came across this article from the NCAA.

It looks like they would need to apply for (and be granted) a hardship waiver in order to get the 6th year added to their eligibility. So similar to a medical hardship, except this would be for non-medical reasons like a serious illness in the family or maybe transferring to take courses not offered by your original institution (that's not spelled out in the article, I'm just assuming that could be a legitimate, but possibly abused, reason).

Well that scenario could happen right now, EXCEPT it's illegal for schools to contact a player at another university. They can't converse unless A) the player is released by their original school, or B) the player's current school gives the specific school permission to contact a player.

Either way, the rule provision they are talking about is only in effect if a hardship waiver is approved.
