So for instance, for the cheeze-it bowl, the mw is backup to either big12 or pac12 or maybe both if they can't fill it. If the cheeze-it bowl became available due to a pac12 or big12 not being able to fill it, Vegas bowl gets first pick, then cheeze-it bowl, then rest of mw bowls. Cheeze-it would choose a better record mw team, and scenarios like this are how the Arizona bowl which gets last pick in mw might get us. But we need a lot of help of higher mw teams going to other locations for this to happen

Unfortunately your scenario with the Cheez-It bowl likely won't happen. As you mentioned the MWC fills the spot for either the Big XII or Pac-12. The Big XII sends their #6 team, they have 7 eligible, so even if Oklahoma goes to the semifinals, they will still be able to send a team. The Pac-12 sends their #7 team.Since they have 7 eligible, the only way this could happen is if they send someone to the seminfinals...which ain't happening.
As for the Arizona bowl, it does not get the last pick. The Vegas bowl picks first, IF we send someone to Cheez-it, they pick 2nd, and then the Potato, Hawaii, Arizona, and New Mexico all pick at the same time, no one gets preference over the other.
