In your opinion, knowing you have 85 scholarships how do you break them out? In a very simplistic model that assumes a 4-3 D and spread O?

Corner -- 6
Safety -- 6
LBs-- 12
DL -- 16
D total --40
K -- 4
That gives me 82 players so 3 scholarships to play with and pick the best available player.
I suspect we each would emphasize positions differently.
