That's because the penalty when they are caught is way too light. Can't punish them because they are poor and just want to eat. Can't punish them because they are minorities and never had a fair chance. Can't punish them because their mother never really loved them. Can't ......

Sucks this happened to them and I hope they catch whoever did this to them.

However, this type of thing is not happening more these days. The crime rate has been falling since the 80's. In fact the property crime/robbery/larceny/burgulary rate has been cut nearly in half since the mid 90's.

TSpoke responded far better than I; perhaps I should appreciate my technical difficulties in getting posts to the thread. We lead the world in incarceration rates, which could not happen with lenient sentences.
