Probably pretty fair assessment.
I'm guessing Wyoming would win the FCS championship most years.
I think I would have strongly agreed with that up through the Koenning years...but since then it's a bit more murky. While the top of FBS continues to widen it's competitive advantage, the advantage that the mid and lower tier FBS has enjoyed over the FCS has shrunk.

*edit...Up to the Koenning years..not through.

2 WYO coaches lost to FCS teams since the inception of the MWC. DC and Craig Bohl.

In the MWC and only counting a team's time in the MWC, FCS losses:
UNLV 4
CSU 4
SUDS 3
UNM 2
WYO 2
NV 2
SJSU 1

During the Joe Glenn era, there were 3 MWC losses to FCS (all in his last 3 years):
2006 UNM and SUDS (first ever MWC losses to FCS)
2008 SUDS

During the Craig Bohl era, MWC losses to FCS:
2015 WYO only loss
2017 2 losses
2018 2 losses
2021 2 losses
2022 3 losses

Beginning in 2011, the MWC losses to FCS became a little more consistent.
2011 2 losses
2012 3 losses
2013 1 loss
2015 1 loss etc. etc. (see CB section above).
