Never mind. Found it. 7 conferences of 10 teams that have guaranteed spots on those conferences. An 8th conference of 10 best g5 teams with a promotion/relegation system. Forms 1 group to basically collectively bargain with players.
Conferences cancelled their meetings with this group, so didn't even listen to the sales pitch which tells you the interest level.

The interesting part regarding P2 expansion starts about 56 min in. He’s stating Wyoming, SJSU, NM, US, Haw won’t be part of the P2 expansion. Don’t know the guy…..

The penalty agreements theoretically will prevent that but I'm always skeptical that there will be loophole. Reverse merge then immediately kick teams out for example. With absolutely nothing to base this on, I could see a situation where we end up with usu, unm, nmsu, utep, wy, sjsu, (maybe) hi, then some form of Montana, msu, Idaho, and/or dakota(s). I don't know if the latter moves up to the new division (step below p2 league or whatever that is) or we move down to a division that is below power 2 (or whatever it will be), the next division, then us?
