It is important to note that he was charged with "driving under the influence as a youthful offender." This is usually a charge for someone under 21 that is tested under 0.08 .

Well crap. Not a good start to his career. Laramie is absolutely swarming (5x too many) with law enforcement.

I have no problem with law enforcement cracking down on DUI over the legal limit. There really is little excuse in Laramie with Safe Ride and Uber.
