OT: Jubilee Days to "begin" July 1st instead if the 4th

Kind of weird, as Freedom Has a Birthday on the 4th of July usually kicks off Jubilee Days. Also, the Carnival is only going to be 3 days. This is a pretty big shake-up from usual here in Laramie.

For one, it usually starts on the 4th of July with Freedom Has a Birthday in Washington Park. Secondly, the carnival is only 3 days this year, whereas it would last about a week in years past. And lastly, the street dances would last about a week as well. For those of us living in Laramie year-round, this is pretty diifferent.

I have no particular insight, but I imagine the economy and budgetary constraints might be the reason.
